The accident happened at 7:41pm, still pretty late and well after dark. I wouldn't let a kid cross a 4-lane road on foot, let alone on a bike.
I don't know if it would have made any difference if the cop had his lights and siren on. It didn't look like he was speeding.

The police officer was speeding, yes. The street lights were out, had been out for years, and the city had not replaced the bulbs. I, too, believe it is ultimately the parents' fault for not teaching their children to stay out of the road... but the attorney for the parents has a reasonable enough case against the DPD that the Dallas police chief has called for all police officers to obey all traffic laws except when running lights and sirens.
